Haha, if it were as easy as lifting some weights, everyone would be big and musculy!
Building muscle is extremely hard and no matter what you do, it's not going to happen in the blink of an eye.

Depends on your answers to the above questions.
There is no such thing as a universally 'good' program. The 'goodness' of a program is based on how well it correlates to each individual goals. That said, it should be obvious that what's a good program for one might not be a good program for another.
