If she's getting minimal exercise, then multiply her BMR times 1.375 instead for her activity level, or about 2131 calories. Then back off 1000 calories from that number for her daily caloric total for 1131 calories a day to get 2lbs a week, or 1381 calories a day for 1.5lbs a week weight loss.
