I don't know I do know that they (meaning governments and universities) are working furiously to be the first and there are claims that there are some working but not powerful enough to be of any danger, whatever that really means I do not know. I just know the thought of one make me a bit nervous
I did read an article a couple of month back about someone that claims to have made one, if I can find it I will point you to it.
