If a person brand new to exercise were to run 20 minutes a day, at first that person's heart rate would be very high, each time they exercised. Good cardio exercise! What if this same individual has been running 20 minutes a day every day for the last 3 months. By now this person's heart should be used to running 20 minutes a day and this person's heart would not beat as fast and they would not get the same intense workout as they did when they first started running. The more you keep doing this same thing the less effective it becomes.
